It's finished. Rabin announced it a bit early. I expect it to be out this year.
An old interview in Feb 22 , he mentions it and also that ARW did have a record deal …………

The release date for the new Rabin album creeps towards us at the speed of a disabled slug stuck in traffic on the beltway in northern Virginia. Flip, we may even have the new Peter Gabriel album by then. But nevertheless, I look forward to it. I would love some new song-based Trevor Rabin rock music and its an autobuy when it does come out. Let's just hope its not 2024 or 5 by the time it gets released.

Rabin said in September 2019: "We're writing all the time. A number of record companies want an album. I have no interest in signing to a record company or doing an album. We are recording and will put out music when we're ready, on our terms. The idea of signing to a record company and doing an album is old and depressing."
