I've been wonder this for some time, and the only deffinition in my mind is, that the deaf people, when they want to talk on the phone, they have a relaying service to type to them what the person says. Is that what the members of the band mean?

I doubt that has any relation to what they meant. It is used in Topoigraphic Oceans on The Remembering (High The Memory)

I think the title of the song gives away what they mean. That the Relayer, Relays the stories of the past down through the ages. From the introductory blurb to that song: "the remembering. all our thoughts, impressions, knowledge,
Fears, have been developing for millions of years. what we can relate
To is our own past, our own life, our own history."

I'm not sure why they used Realyer as a title for that album. There is a reference in Sound Chaser:

"Passing time will reach as nature relays to set the scene,
New encounters spark a true fruition,"

Which seems to suggest a slow development of wisdom growing in us to come to a new understanding or "fruition".

Gates of Delirium on the other hand seems to be about inherited violence, although the Soon with it's "Soon the Light" might again be about the fruition of the slow build up of wisdom that is relayed to us, and this light is seen as the cure for that violence.

Well that's my initial take.

Since its taken from The Remembering (as well as Sound Chaser), I've always taken it to mean the concept that each generation passes off what they've learned to the next generation (and that there is value in looking back as you move forward).

Maybe the mounted horsemen on the cover are relayers, relaying news of a war (gates of delirium)
